With a target size, the tool picks the highest quality that fits, and only shrinks the image if even the lowest quality is too big. Target sizes work with JPG and WebP. PNG is lossless, so the quality slider doesn't apply to it. Images are only made smaller, never enlarged. Saving a new copy also drops the photo's EXIF data, such as camera details and location.
